उत्तराखंडमधील देहरादून शहरात आरतीचा जन्म झाला. आरतीचे वडिल राजेंद्र डोगरा भारतीय लष्करात कर्नल असून आई कुमकुम डोगरा सरकारी शाळेत मुख्यध्यपिका आहे.लहान असताना ३ फूट ६ इंच उंची झाली आणि उंची वाढायची थांबली. मग शाळेत वर्गात सगळे चिडवायचे पण आईवडिलानी तिला भक्कम आधार दिला. तिच्या उंचीवर अनेकदा नकारात्मक टिप्पण्या ऐकूनही आरती कधीही निराश झाली नव्हती. तिने आपला अभ्यास केला आणि सामान्य स्त्रीप्रमाणे काम केले. ती तिच्या यशाचे आणि तिच्या आत्मविश्वासाचे श्रेय तिच्या पालकांकडे देते.
आरतीने आपलं प्राथमिक शिक्षण देहरादूनमधील वेल्हम गर्ल्स स्कूलमध्ये पूर्ण केलं. त्यानंतर दिल्ली विद्यापीठाच्या अंतर्गत श्रीराम कॉलेजमधून वाणिज्य शाखेतून पदवीचं शिक्षण घेतलं.यूपीएससीच्या नागरी सेवा परीक्षेची तयारी करण्याचे ठरवले. आरतीने तिच्या पहिल्या प्रयत्नात आयएएस परीक्षा पास केली आणि २००६ च्या बॅचमध्ये सिव्हिल सेवेत रुजू झाल्या.
२००६ – २००७ ला आरतीचं ट्रेनिंग पूर्ण झाल्यानंतर तिनं उदयपूर येथे पहिली पोस्टींग घेऊन काम सुरू केलं. नंतर अल्वार, अजमेर इथंही काम केलं. नंतर जिल्हाधिकारी म्हणून बूंदी, बिकानेर या जिल्ह्यात कार्यभार सांभाळला.
. तिची कामाची पद्धत, झोकून धडाडीने काम करण्याची वृत्ती यात कुठंही तिची उंची आडवी आली नाही. पंतप्रधान नरेंद्र मोदी यांनाही आरतीच्या कामाचं कौतुक वाटलं.
बीकानेरचे जिल्हा दंडाधिकारी म्हणून 'बुन्को बिकानो' अभियान सुरू केले. या मोहिमेअंतर्गत त्यांनी जिल्ह्यातील जनतेला बरीच खेड्यांमध्ये खुल्या ठिकाणी शौचास शौचालय बांधू नयेत यासाठी प्रेरित केले. ही मोहीम १९५ ग्राम पर्यंत ग्रामपंचायती यशस्वीरित्या राबविण्यात आली.भारतात सर्वप्रथम राजस्थान येथे राबवलेली आणि या योजनेची कल्पना आरती डोगरा यांची होती!सरकारनेही या योजनेला उचलुन धरले. आता ही योजना भारतात प्रत्येक खेडयात पोहोचली आहे.प्रत्येक गोष्टित नाविन्य आणुन त्याचे बहुपयोगी कार्य पाहता, आरती डोगरा यांची उंची हिमालयाएवढी आहे हे नक्की.

As Aarti is 3 feet 6 inches tall, of course he had to face many difficulties. Many doubted their efficiency. Many joked. But they did not waver or pay attention to what people were saying.
Aarti has become a source of inspiration for those who want to overcome their paralysis and move on.
Aarti was born in the city of Dehradun in Uttarakhand. Aarti's father Rajendra Dogra is a colonel in the Indian Army and his mother Kumkum Dogra is the headmistress of a government school. Then she teased everyone in the class at school but her parents gave her strong support. Aarti was never disappointed despite hearing often negative comments on her height. She studied her and acted like a normal woman. She attributes her success and her confidence to her parents.
Aarti completed her primary education at Welham Girls School in Dehradun. After that he studied Commerce from Shriram College under Delhi University. He decided to prepare for UPSC Civil Service Examination. Aarti passed the IAS exam in her first attempt and joined the civil service in the 2006 batch.
After completing her Aarti training in 2006-2007, she started working in Udaipur with her first posting. Later he worked in Alwar, Ajmer. Later, he was the District Collector of Bundi, Bikaner.
. Nowhere in her work ethic, in her zeal to work hard, did her height go unnoticed. Prime Minister Narendra Modi also appreciated Aarti's work.
Launched 'Bunko Bikano' campaign as District Magistrate of Bikaner. Under this campaign, he urged the people of the district not to build open defecation toilets in many villages. This campaign was successfully implemented by the Gram Panchayat up to 195 grams. It was first implemented in Rajasthan in India and the idea of this scheme was conceived by Aarti Dogra! The government also picked up this scheme. Now the scheme has reached every village in India. Aarti Dogra's height is as high as the Himalayas.
