काही जणांच्या नावातच शौर्य हा शब्द दडलेला असतो. गुन्हेगारीचा बिमोड करण्यासाठी बेधडकपणे लढणारा एक योद्धा म्हणून माजी पोलीस अधिकारी इसाक बागवान यांचे नाव घेता येईल. क्रिकेटपटूच्या नावावर जसा शतकांचा विक्रम जमा असतो तसाच अनेक क्लिषट चित्तथरारक गुन्ह्यांचा छडा लावण्याचा विक्रम बागवान साहेब यांच्या नावावर जमा आहे .मोबाईल युग अवतरण्यापूर्वी खबरी नेटवर्कने बागवान यांनी विविध गुन्ह्यांचा तपास करून नेत्रदीपक यश मिळवले. असाच एक किस्सा राजभवन स्मगलींग केस.

1982 चा तो काळ होता त्या काळात मुंबईत स्मगलिंगचा माल मोठ्या प्रमाणात येत होता. हा माल येण्याचे अनेक मार्ग होते त्यापैकी एक होता राज भवन.होय राजभवन. वाळकेश्वरच्या बाजुला १ नंबर गेट आहे त्या बाजुला राजभवनच्या  खाजगी समुद्रकिनाऱ्यावर मोठ्या बोटीतुन छोट्या बोटीत स्मगलिंगचा माल रात्रीच्या सुमारास किनाऱ्यावर उतरवला जात होता. अर्थात याला काही कस्टम आधिकारी व कर्मचारी यांचे व स्मगलर यांचे लागेबांधे होते.

 अशाच एका रात्री कन्ट्रोल कॉल आला.तो कॉल कोणीतरी पाब्लिकने कन्ट्रोलला केला होता.पोलीस वायरलेसने राजभवनात स्मगलिंग होत आहे अशी माहिती मिळाली. क्राईम ब्रँच स्टाफ राजभवनवर गेला.बागवान व कोळेकर साहेबांनी पहाटेच्या सुमारास राजभवन वर रेड टाकली.राजभवनातील अफगान कॉन्स्युलेटच्या बाजूला राज भवनातून बाहेर जाण्याचे गेट आहे त्या ठिकाणी ड्युटीवर असणाऱ्या एस.आर.पी. सिक्युरिटी गार्ड यांच्या जेवणाच्या डब्यात,पिशवीत घड्याळ चांदी व कॅल्क्युलेटर असा कस्टम माल  सापडला. राजभवनात ही कारवाई झाल्याने मोठी खळबळ माजली.वर्तमानपत्राचे रकाने या बातमीने भरून गेले. यामध्ये गावदेवी पोलीस ठाण्याचे दोन अधिकारी सस्पेनड सुध्दा झाले.यावेळी विधानसभेचे अधिवेशन चालू होते.साहजिकच गदारोळ झाला.

 या रॅकेटचा सुत्रधार केशव भोगले(नाव बदलले आहे) हा  होता. हा केशव पुर्वी पोलीस दलात हत्यारी पोलीस कॅान्स्टेबल होता, त्याचा परंतु त्याला अगोदरच सस्पेनड केले होते.त्याचा गावदेवी भागात बार होता.रिबेरो साहेबांनी हातभट्टी ,मटका बंद केला होता यामुळे गुन्हेगार लोक रिबेरो साहेबांच्यावर दात खाऊन होते.

केशवने या स्मगलिंगसाठी काही कस्टम कर्मचारी खिशात घातले होते.ही केस कस्टम खात्याकडे गेल्याने त्यांनी भोगलेच्या घरी रेड टाकली,पण भोगले मिळाला नाही.म्हणुन त्यांनी "नॉन बेलेबल वॉरंट" काढले.व ते बजावन्याचे काम सीआयडी कडे आले.

भोगले तसा मुरलेला माणुस होता,आपले खरे स्वरूप लपविण्यासाठी तो सामाजिक काम करत असल्याचा दिखावा करत असे. तो मुंबई युथ कॉंग्रेसचा अध्यक्ष झाला.राजकीय वलय प्राप्त झालेने एक प्रकारे त्याला संरक्षण मिळाले होते.

अशाच एका रात्री मुख्यमंत्री ए आर अंतुले साहेंबाची गाडी वर्षा बंगल्या वरून निघाली.सुरक्षा पोलीसांनी त्यांना गार्ड केले.गाडयाचा ताफा धारावीत पोहोचला.सोबत माध्यम प्रतिनिधी होते.गाडीतुन मुख्यमंत्र्यासोबत केशव ऊतरला.त्याने धारावीत पेटणारया हातभट्टीचे दर्शन घडविले. कारण केशवला रिबेरो साहेब नको होते.माध्यमानी हे प्रकरण उचलुन धरल्याने मुख्यमंत्र्यांनी तडकाफडकी रिबेरो साहेंबाची रेल्वे खात्यात बदली केली.केशवच्या मनाप्रमाणे घडले होते. प्रामाणिक आधिकारयावर हा अन्याय होता.पोलीस खातेही केशवच्या विरोधात चवताळून ऊठले.केशवला पकडुन त्याचे खरे रूप उजेडात येणे गरजेचे होते.रिबेरो साहेबांनी "हॉट बॉय" म्हणजे गरम डोक्याच्या समजल्या जाणाऱ्या इसाक बागवान यांना गाडी व दोन पोलीस देऊन केशवला पकडण्यासाठी आदेश दिले.समाजसेवक म्हणुन वावरणाऱ्या केशवचा बुरखा फाडुन त्याचे खरे रूप बाहेर आणण्यासाठी पोलीस अधिकारी इसाक बागवान यांनी बंजारा बार,मानस सरोवर  व तो वावरत असणाऱ्या ठिकाणी धाडी टाकल्या.पण तो हुलकावणी देत होता.

अशीच दोन तीन वर्षे गेली,अंतुले नंतर वसंतदादा पाटील मुख्यमंत्री झाले होते. केशवच्या गुन्हेगारी कारवाया सुरूच होत्या.तो मुंबई युथ कॉंग्रेसचा अध्यक्ष असल्याने राजकीय नेत्याबरोबर त्याची ऊठबस होती.पण तो "वॉन्टेड" असल्याने व राजकीय वरदहस्त असल्याने पोलीसाना सापडत नव्हता.

एके दिवशी बागवान साहेबांनी केशवच्या घरी रेड केली पण तो मिळुन आला नाही.त्यावेळी जाताजाता बागवान साहेबांनी एका नोकराच्या खांद्यावर हात टाकुन,"तुझे साहेब व माझी चांगली जानपहचान आहे,पण या पंचनाम्यात तुझ्या साहेबाची एक सही हवी आहे.ती मिळाली की काही न करता निघुन जाईन" अशी भलावण केली.

केशवकडे नेहमी कस्टम आधिकारयांची ऊठबस असल्याने हा पोलीस अधिकारी पण "त्यापैकी" असावा असे त्या नोकराला वाटले व त्याने केशव सध्या मलबार हिलवर नानाभाऊ एंबडवार या कॅबिनेट मंत्र्याच्या बंगल्यावर असल्याचे सांगितले.

लागलीच बागवान साहेबांनी मलबार हिलवरील त्या मंत्र्याचा बंगला गाठला.बंगल्यातील अॉफीसमध्ये जाऊन पाहताच तो,काळी क्रुत्य करणारा केशव पांढरया शुभ्र पोशाखात कॅबिनेट मंत्री नानाभाऊ एंबडवार यांच्या टेबलासमोर बसला होता.बागवान यांनी मंत्र्याना सॅल्यूट ठोकुन,"सर,मी इसाक बागवान...क्राईम डिटेक्शन मधुन आलोय.....मला केशवरावाकडे महत्वाची चौकशी करायचीय,चौकशी साठी त्यांना घेऊन जायचेय."असे सांगितले.

केशव मात्र आपण मंत्र्यासमोर असल्याने कोणी आपले वाकडे करणार नाही या गुर्मित होता.त्याच गुर्मित तो बागवानाना म्हणाला,माझी महत्वाची मिंटिग आहे,तुम्हाला नंतर भेटतो.

बागवान यांनी परत मंत्र्याना विनंती केली.त्यावर मंत्र्यानी केशवला सुनावले की,सरकारी कामात अडथळा आणता येत नाही,बाहेर जाऊन काय ते पाहुन ये.

आता मात्र केशवचा नाईलाज झाला व तो बाहेर आला.खतरनाक व व्हाईट कॉलर गुन्हेगार असलेला केशवला बागवान यांनी कॉलर धरून सरळ गाडीत घालून रिबेरो साहेबांच्या पुढे ऊभे केले.केशवला आणल्याचे पाहताच रिबेरो साहेब म्हणाले,"वेल डन माय बाॅय".

नंतर रिबेरो साहेबांनी प्रेस कॉन्फरन्स घेऊन केशवला मंत्र्याच्या बंगल्यावरून अटक केल्याचे सांगताच,मुंबई पासुन दिल्ली पर्यंत वातावरण हादरले.

मुख्यमंत्री वंसतदादा पाटलानी रिबेरो साहेबाना फोन केला.रिबेरो साहेबांनी सत्य परिस्थिती सांगितली.त्यांनी नानाभाऊ एंबडवार या मंत्र्याना भेटण्यास सांगितले.मग त्या मंत्र्याना केशव काय लायकीचा समाजसेवक,कार्यकर्ता आहे हे समजले.

आपल्या ३५ वर्षांच्या कारकिर्दीत एकापेक्षा एक रोमांचकारी गुन्ह्यांचा लावलेला छडा, अनेक अप्रकाशित घटना आणि रहस्यमय किस्से ‘Me Against the Mumbai Underworld’ ह्या पुस्तकात इसाक बागवान यांनी हे वर्णन केले आहे.

अनेक खतरनाक गुंडांच्या मुसक्या आवळण्यात इसाक बागवान यांचा हातखंडा होता.तीन वेळा राष्ट्रपती शौर्य पुरस्कार मिळविणारे इसाक बागवान हे स्वत: अनेकवेळा गुन्हेगारी टोळ्यांच्या हल्ल्यातून आश्चर्यकारकरित्या बचावले आहेत. पोलीस उपनिरिक्षक ते सहायक आयुक्त ह्या प्रवासात केवळ धाडसी पोलीस अधिकारी म्हणून नाही तर खाकी वर्दितील सहृदयी माणूस अनेक घटनांमधून पोलीस दलाने आणि समाजाने अनुभवला आहे.

On the private beach of Raj Bhavan, the smuggled goods were being unloaded from the big boat to the small boat in the middle of the night.  One such night a control call came. That call was made by someone in public. Police wireless got information that smuggling was taking place in Raj Bhavan. The Crime Branch staff went to the Raj Bhavan. Mr. Bagwan and Mr. Kolekar raided the Raj Bhavan around dawn. The SRP on duty at the exit gate of the Raj Bhavan next to the Afghan Consulate in the Raj Bhavan. Customs items such as a watch, silver and a calculator were found in the security guard's lunch box. This action caused a great stir in the Raj Bhavan. Newspaper columns were filled with this news. Two officers of Gavdevi police station were also suspended. The assembly session was going on at this time.

 The mastermind of this racket was Keshav Bhogle (name has been changed). Keshav was a murderous police constable in the former police force, but he had already been suspended. He had a bar in Gavdevi area. Mr. Ribeiro had closed the kiln and the pot, so the criminals were biting Ribeiro's teeth.

Keshav had pocketed some customs personnel for the smuggling. The case went to the customs department and they raided Bhogle's house, but Bhogle was not found. So he issued a "non-bailable warrant" and the task of enforcing it came to CID.

Bhogle was a deranged man, pretending to be doing social work to hide his true nature. He became the President of the Mumbai Youth Congress.

One such night, Chief Minister AR Antulay Saheb's car left Varsha Bungalow. He was guarded by the security police. The convoy reached Dharavi. He was accompanied by a media representative. Keshav got out of the car with the Chief Minister. He saw a fireplace burning in Dharavi. Because Keshav did not want Ribeiro Saheb. After the media took up the matter, the Chief Minister suddenly transferred Ribeiro Saheb to the Railway Department. It happened as per Keshav's wishes. This was an injustice to the honest officer. The police department also rose up against Keshav. Keshav needed to be caught and his true form should be brought to light. Police officer Isaac Bagwan raided Banjara Bar, Manas Sarovar and other places around Keshav to tear off his veil and bring out his true form. But he was evading.

Two or three years later, Vasantdada Patil became the Chief Minister after Antulay. Keshav's criminal activities continued. As he was the president of the Mumbai Youth Congress, he had a quarrel with a political leader. But the police could not find him as he was "wanted" and had political clout.

One day Bagwan Saheb raided Keshav's house but he was not found. At that time, Bagwan Saheb put his hand on the shoulder of a servant and said, "Your Saheb and I have a good acquaintance, but in this Panchnama, your Saheb needs a signature. I will go. "

The servant thought that Keshav should be "one of them" as he always had customs officers with him, and said that Keshav was currently staying at Nanabhau Embadwar, a cabinet minister's bungalow on Malabar Hill.

Mr. Bagwan immediately reached the minister's bungalow on Malabar Hill. As soon as he saw the office in the bungalow, he was sitting in front of the table of Cabinet Minister Nanabhau Embadwar in black and white Keshav, who was doing black deeds. Aloy ..... Now Keshav was cured and he came out. Dangerous and white collar criminal Keshav Bagwan grabbed his collar and put him in the car and made him stand in front of Mr. Ribeiro.

Later, when Ribeiro held a press conference and said that Keshav was arrested from the minister's bungalow, the atmosphere shook from Mumbai to Delhi.

Chief Minister Vansatdada Patlani called Mr. Ribeiro. Mr. Ribeiro told the truth about the situation. He asked him to meet Nanabhau Embadwar.
